Haskovo Municipality receives a summary score of 2.83 points, occupying the 25th place in the overall ranking of municipalities included in the Local Integrity System Index for 2022. Of the institutions at local level, the structures of the courts – receive the highest score (3.80 points). The assessments for the courts are the result of the capacity built and the standards for accountability and high capacity at national level.

With a relatively small difference, the municipal administration ranks second (3.20 points). The positive assessments in its work are due to the well-established system for providing administrative services with the possibility of feedback to users, ensured publicity of the registers with functionalities for making inquiries, the publicity of the activity reports and the analyses of satisfaction with the administrative service. A deficit in the work of the administration is the neglect of the need to introduce an ethical framework and publicity in declaring conflict of interest at all levels of the administration.

The assessment of the mayor and his team is 2.92 points, with relatively good performance of the requirements for publicity of the information on the implementation of the budget and the documents and decisions proposed for discussion. Significant deficits are identified in the application of the principles of transparency and accountability regarding the management program and the accountability for its implementation, the control over municipal companies, public service providers and public procurement contractors. Deficits are also identified in the consultation process with businesses.

An identical deficit is also found with the Municipal Council, which has a score of 2.31 points (the lowest compared to other institutions at local level). In this regard, the lack of transparent mechanisms for consultation with civil society and business in the formulation of policies for the development of the municipality are highlighted, as well as the neglect of the topic of ethical standards and transparency in declaring conflicts of interest.

Media with 2.88 points receive the highest score among other sectors, with a variety of media providing different perspectives available locally. At the same time, problems are identified, expressed in the financial dependence of the media on the publicity budgets of local institutions and in the lack of investigative journalism at the local level.

Local civil society organizations receive a score of 2.67 points, highlighting deficits of both financial resources (including lack of municipal funds to finance socially significant activities) and experts and volunteers. This also affects their activity, which is assessed as significantly more passive than other municipalities – regional centers.

The business receives the lowest score compared to other sectors (2.03 points), with a more passive approach to the consultation process with local authorities and a declarative approach to participation and support for anti-corruption initiatives. Two additional circumstances paint the picture of economic activity for local businesses – the lack of perceptions of pressure from local authorities and the presence of an industrial area with built infrastructure, the functioning of which, however, requires more intensive action.

The assessment of municipal healthcare structures is 2.62 points. In this regard, the relatively good level of financial resources that allow periodic investments in buildings and technical equipment are highlighted; significant disproportions in the remuneration of medical staff; a declarative approach on the possibilities for involvement in anti-corruption initiatives.
