Local Integrity System Index

 

The Index is the first-of-its-kind annual comparative study of the key institutions and social actors that make up the local level system of integrity and accountability in governance. The Index provides a comparative overview of the anti-corruption capacity, role, and significance of the municipal councils, the mayors, the municipal administrations, the political parties, the judicial authorities, the police, the media, the businesses, and the civil society. It is based on a complex set of indicators for studying the institutions and structures in Bulgaria’s 27 district municipalities.

Core Pillars of LISI

The Local Integrity System Index allows for a comparative analysis of the 27 municipalities in the regional centres in Bulgaria. The Index is based on information, drawn from a wide range of data sources within a time span of the past two years, including public official reports, specialized studies conducted in each municipaly, data received under the Access to Public Information Act. The Index is focused on nine core institutions and actors that form the pillars of the local integrity system according to the Transparency International methodology. Their actions directly affect the business climate and the possibilities for sustainable development of the community. The assessment of each of the pillars is focused on the evaluation of three main dimensions:

  • Total performance capacity
  • Role in the process of consolidating the local integrity system
  • Internal governance rules in the categories of transparency, accountability and integrity.

The assessment is based on a scale from 1 to 5, where 1 signifies very weak performance and 5 – very good performance.
