Pleven register partial improvement in Local Integrity System Index for 2017 – 3.04. Instead of effort of Mayer (3.78), local administration (3.41), Courts (3.48) and Police authorities (3.31) in the city the absence of sustainable commitment of local business (1.94), political parties (2.83) and media (2.77) create an unstable environment for the development of local integrity system. Local civil society organizations in Pleven municipality receive a total score of 2.86 close to the average of the country. The absence of enough financial resources often is compensate by work of experts and volunteers, strong media support, networking and coalitions.

 

The contribution of civil society organizations to the local integrity system index is still unsatisfactory. The most significant challenge is the absence of journalist investigation for important cases of corruption – here the results are definitely low. The media do not effectively play their role in investigating and detecting cases of irregularities and abuses, as well as to inform the society about the negative effect of the corruption.

 

An incentive for the development of local integrity system index could be found in improving the work of Public Council for the Prevention and Counteraction of corruption and resumption of efforts to select a local public mediator in the municipality.
