Kyustendil ranks last in the Local Integrity System with an index with only 2, 68 score. The score of the Mayer is lowest in Local Integrity System Index comparing with the score of Mayer’s institutions on national level. The main reason for these poor results are the lack of transparency and integrity of its activities. Municipality has a good and working administration, but new composition of civil council didn’t register any positive steps in improving its transparency. The only good practice is in electing the local public mediator in the municipality of Kyustendil. The improvement of Index for two other sectors – Courts (3.25) and Political parties (3.03) should be used as a basis for strengthening their role for the local integrity system.

The score of Local business in municipality of Kyustendil is 2,11. This result is significantly below the average for the country. In order to make a positive change it is necessary to concentrate efforts for prevention of corruption by the Police authorities (2,69), civil organizations (2,38) and media ( 2,24). The municipality have to put efforts to build the environment of intolerance to cases of abuse and irregularities. There is also a lack of willingness of civil organizations to require information and accountability from local authorities. It is also necessary to activate the activity of the Regional Council for Prevention and Counteraction of Corruption.
