The local business has good conditions for the implementation of its initiatives and for investments. The mayor, the municipal administration and the Municipal Council have an equal contribution to this.
The mayor implements a policy for the management of the municipality, including measures for good management, development of the expert capacity of the administration and initiatives to attract investments. The actions of the mayor’s team and the administration are in accordance with the standards of transparency and accountability regarding the implementation of the management program and the expenditure of funds under European projects and public procurement. Certain deficits are identified regarding the transparency of the consultative process of the mayoral team and municipal councillors with businesses, accountability regarding the management of municipal companies and the work of control units in the municipality.
The municipal administration has built a good system for providing administrative services and continues to increase the number of electronically provided services. It fulfils its obligations to ensure publicity of the conditions for administrative services and the conditions of investments; maintains citizen feedback through established feedback forms, service user surveys and question-asking opportunities. Certain deficits are found regarding the content of reports on the activities of municipal enterprises.
Although there is no explicit business section, the municipality’s website presents structured information, including investment opportunities. The site presents up-to-date information on administrative services, the possibilities for electronic services; links have been created point at information about the types of services provided. The data is published in the “Economic profile” section, which also refers to data on individual sectors of the municipal economy. The site provides access to the existing registers, including the integrated system of the state administration. In the “Projects” section, useful information is available on active European programs and financial instruments for free business support and for start-up business initiatives. This information is updated monthly and includes a link to the original source.
The “Programs and Projects” section provides information with active links to the Ordinance on the Promotion of Investments; “Vacant properties for investment projects in Razgrad Municipality”; “Properties for Rent”. The site provides a link to information about “Perister” Business Zone, which has a separate site. In the “Notifications, tenders and contests” section, information on received investment notifications is published.
The business appreciates that the municipality has created favourable conditions for carrying out economic activity and for attracting investments. In general, representatives consider that they are not subject to abuse by local authorities. In addition, they estimate that they are not involved intensively enough in the dialogue with the local authorities. One of the reasons for this is the relatively passive approach of some companies in this process.
In general, civil society structures (media and civil organisations) have a limited contribution to exercise public control over institutions. The exception is a small number of non-governmental organisations that are active in the implementation of civil control initiatives and in the use of legal opportunities for access to public information.
