The local business has a favourable environment for carrying out its activity and for making investments. The main institutional pillars are the municipal administration and the mayor.
The mayor and the mayoral team make efforts to attract investments and additional funds for municipal projects; deficits are established regarding the effectiveness of the control over public service providers and contract executors under municipal projects, including public procurement. Assessments of the business for applying a selective approach in carrying out the control activity have been registered.
The website of the municipality has a modern functional design that provides a significant amount of information. Although there is no dedicated business section, the site is structured in a way that provides easy access to business-relevant topics. On the main page, access to the topics “Administrative service”, “Geographical information system”, “Socio-economic profile”, “Tourism”, “Territory management”, “Projects and programs” is provided. The site provides useful information on the socio-economic and investment profile of the municipality (with data on the workforce, conditions for construction permits, industrial zones and main investors with the period 2012-2020). A number of regulations concerning economic activity in the municipality have been published.
Municipal councillors maintain an effective dialogue with citizens – mechanisms have been established to involve citizens and their organisations in the formulation of policies of local importance. The municipal council strives to exercise control over the work of the mayor and the mayoral team. It has developed numerous strategies and regulations aimed at creating an environment for business development and attracting investment. Certain deficits of transparency in the work of the commissions have been identified.
The business has relatively good conditions for carrying out its activity. Surveys among local businesses reflect perceptions of unequal treatment of different businesses by regulatory institutions. Although it has the potential to support anti-corruption policies and initiatives of civil society organisations and local governments, local business is passive. This refers both to the assertion of positions on regulations affecting its economic activity, and to support for civil initiatives aimed at good governance and prevention of corruption.
The media’s contribution to the public environment is limited. Part of the civil organisations have a certain contribution to the implementation of public control over the institutions, respectively to the creation of a favourable economic environment.
